Mukhyamantri Swarozgar Yojana Name Mismatch in Uttarakhand

For residents applying under the state's self-employment scheme whose Aadhaar, residence certificate, ration card and bank account do not carry one name: which papers are read, where each is corrected, and what a returned migrant or a married woman should check first.

Quick answer

A Mukhyamantri Swarozgar Yojana name mismatch is cured by bringing every paper to the name on Aadhaar: the residence and category certificates at the tehsil, the ration card at the supply office, and the account and PAN at the bank. Do this before applying on the portal. A spelling needs no Gazette.

The scheme and the bank both read the applicant name, so bring the residence certificate, ration card, bank account and PAN to the name on Aadhaar before applying.

The state's self-employment scheme was made for people who want to earn at home and not in a city far away: a shop, a workshop, a poultry shed, a small hotel. It asks for a handful of papers, each issued by a different office. A Mukhyamantri Swarozgar Yojana name mismatch is those papers disagreeing about the applicant. This page explains Mukhyamantri Swarozgar Yojana name mismatch for applicants in Uttarakhand.

We do not fill these applications, and this subject seldom needs a Gazette. Who can apply and which papers are asked for are from a scheme directory's entries for the scheme. We did not read the state's own orders. For the central loan scheme, read PMEGP loan application name mismatch.

What Is the Scheme, and Who Runs It?

As a scheme directory describes it. Ask the industries office of your district for the present terms.

  • What it is. A state scheme that helps residents set up or expand a small enterprise in manufacturing, services or trade.
  • How. A loan through a bank, with a subsidy from the state that differs by district.
  • A smaller version. For very small ventures, with its own list of papers.
  • Who runs it. The state's industries department, through the district offices.
  • Where it starts. An online application on the scheme's portal.
  • Who decides. The district's office and committee recommend. A bank lends.

Two bodies read the applicant's papers, with different eyes. The state's office looks for a resident with a workable plan. The bank looks for a borrower it can identify and trust.

What Does the Directory Say?

From a public scheme directory's entries for the scheme and its smaller version. We left out the loan limits and subsidy rates, which change.

What a scheme directory says about applying under the state's self-employment scheme
PointWhat the directory says
ResidenceThe applicant must be a native or permanent resident of Uttarakhand
AgeAt least 18 years
ApplicationOnline, through the scheme's portal, with self-attested papers uploaded
PapersA photograph, Aadhaar, the permanent or original residence certificate, a special category or caste certificate where it applies, project details, a disability certificate where it applies, and the ration card
The smaller scheme addsAn affidavit, an education certificate and bank account details
And asksThat the applicant is not a defaulter of any bank or financial institution

Four of these papers carry a name and come from four offices: the identity authority, the tehsil, the supply office and a school board. None of them was made with the others in view.

Which Papers Are Read?

Papers of an application under the scheme and where each is corrected
PaperIssued byWhere it is corrected
AadhaarThe identity authorityAn Aadhaar centre
The residence certificateThe tehsilThe tehsil, through the state's service portal
The category or caste certificateThe tehsilThe same
The ration cardThe food and supplies officeThat office
The education certificateA school boardThe board, through the school
The bank account and PANThe bank, and the tax departmentThe branch, and a PAN correction request

The form on the portal is filled from Aadhaar. So Aadhaar is the name the application carries, and every other paper is measured against it.

What Kinds of Mismatch Are There?

A state certificate differs

  • The residence or category certificate has a spelling, or lacks a surname
  • Made years ago, from a school paper or a headman's word
  • Corrected or reissued at the tehsil

A family paper differs

  • The ration card names the applicant as the household does
  • Or a woman's papers are split between two surnames
  • Corrected at the supply office, or linked by the marriage certificate

The bank's records differ

  • The account, PAN or the credit report is in another form of the name
  • Found at the lending stage, after the state's office has approved
  • Corrected at the branch, the tax department or the credit bureau

The third is the cruel one. An applicant passes the district committee, tells the family, and is then turned back at a bank counter over the spelling of an account opened ten years ago.

How Do You Put It Right?

This is the general method. The portal and the industries office say what they want this year.

Step 1: List the papers the application asks for

Aadhaar, the residence certificate, the ration card, a category certificate where you claim one, and the project details.

Step 2: Add the papers the bank will ask for

PAN, the bank passbook and, for the smaller scheme, an education certificate.

Step 3: Read your name on each, and your father's or husband's

Letter by letter. Write the differences down.

Step 4: Take Aadhaar as the fixed point

The form is filled from it. Bring the others to it, unless Aadhaar itself is the paper that is wrong.

Step 5: Have the state's certificates corrected or reissued

The residence and category certificates at the tehsil, through the state's service portal.

Step 6: Bring the bank account and PAN to the same name

The loan and the subsidy both pass through that account.

Step 7: Have quotations and the project report made in that name

Suppliers write what they are told. Tell them the name on Aadhaar.

Step 8: Apply on the portal, and read the printed application

Before the industries office and the bank see it.

What About the Residence Certificate?

  • The scheme is for people of the state, and the residence certificate is the paper that says so.
  • The directory asks for the permanent or the original residence certificate. They are two different certificates, issued on different proof.
  • Either may be years old, made for a school admission or a job form, in the name the applicant used then.
  • The tehsil issues a corrected or a fresh one, on Aadhaar and a school certificate, through the state's service portal.
  • The father's name on the certificate is read too. It ties the applicant to a family of the state.
  • Ask for the certificate early. It is the paper most applications wait on.

Read name change in residence certificate and father’s name change and correction.

What About the Ration Card and the Family's Papers?

  • A ration card lists a household, written by the supply office from what the head of the family said.
  • Children are often entered by pet names, and wives by the name used at home.
  • It was never meant as proof of a name. The scheme lists it, so it is read as one.
  • A member's name is corrected at the supply office, on Aadhaar.
  • A married woman may still be on her father's card and not yet on her husband's. That shows two households for one person.
  • The family register at the village office is the fuller record, and helps where the ration card is thin.

Read name change in ration card, name correction in the family register and name change after marriage.

What Should a Returned Migrant Check?

  • Many applicants have spent years working in Delhi, Punjab or the Gulf, and made their papers there.
  • Aadhaar may carry a city address, and a spelling an operator there chose.
  • The bank account may be in a city branch, in a third form of the name.
  • The residence certificate, where there is one, is from the village and from school days.
  • None of that bars an application. A person who belongs to the state can show it. But each difference is a question to be answered.
  • Update the address in Aadhaar, move or open an account near home in the Aadhaar name, and get a fresh residence certificate.

Read name change for NRIs from Uttarakhand and overseas job and emigration name mismatch.

What Does the Bank Look At?

  • The state recommends. The bank lends its own money, and does its own checking.
  • It reads Aadhaar and PAN against the account, and all three against the application.
  • It draws a credit report, which is found by name, date of birth and PAN. A different spelling can bring up a thin file, or someone else's.
  • The smaller scheme asks that the applicant is not a defaulter. An old unpaid loan under another spelling of the name still counts.
  • The subsidy from the state comes into the loan account. A name that differs holds it.
  • Go to the bank before the portal. Ask it to read your name as it holds it, and to say what it will want.

Read name change in bank records, name mismatch in a CIBIL credit report and CKYC name mismatch.

What About the Project's Papers?

  • The application carries project details: what will be made or sold, what it costs, and quotations for machines.
  • A supplier's quotation is addressed to a buyer. It should be the applicant, by the Aadhaar name.
  • A rent agreement or a land paper for the place of business is read as well. A shop in a father's name needs his consent in writing.
  • A registration for the enterprise, where one is taken, is made on Aadhaar and PAN.
  • Licences that the trade needs, for food or a shop, follow in the same name.
  • The business may have a trade name. The owner on every paper is still the applicant.

Read name change in Udyam and GST registration, rent agreement name mismatch, FSSAI licence name change and homestay registration name change.

Where Does a Gazette Come In?

Only where the applicant has changed a name by choice, and Aadhaar, the bank and the tehsil ask for a Gazette. It has no part in a spelling, a home name on a ration card or a married surname.

Step 1: Confirm that it is a change of name, and not a spelling or a married surname

Those are settled at the tehsil and the bank on ordinary papers.

Step 2: Weigh the time against the scheme's calendar

A Gazette commonly takes 3 to 7 weeks. Committees meet and targets close.

Step 3: Fix the exact new name

The spelling that will go on Aadhaar, PAN, the bank and the certificates.

Step 4: Make the affidavit and publish the newspaper notice

Sign before a notary. Publish in a daily local leading newspaper, and keep the original newspaper.

Step 5: Type the form and sign the undertaking

Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.

Step 6: Prepare the CD, photographs and certificate

The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.

Step 7: Pay the charge on BharatKosh

Commonly Rs 1,100 for an adult. It is not refunded.

Step 8: Send the file yourself, then update in order

Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. Then Aadhaar and PAN, the bank, the certificates, and then apply.

Would the Uttarakhand Gazette Do?

The scheme is the state's, and its offices may accept a state Gazette. The bank that lends is the reason to prefer the Gazette of India.

Step 1: Remember that this is a state scheme

The industries office and the tehsil are state offices, and may accept a state Gazette.

Step 2: Remember that a bank lends the money

A bank follows Aadhaar and PAN, and usually wants the Gazette of India.

Step 3: Prefer the Gazette of India

It serves both sides of the application.

Step 4: Contact the Roorkee press only if a state notice suits you

Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.

Step 5: Download the notice

Search gazettes.uk.gov.in and save the PDF.

To weigh the two, read Uttarakhand Gazette vs Gazette of India.

Which Mistakes Do Applicants Make?

Common mistakes with names in an application under the scheme
MistakeWhat to do
Applying first and checking papers laterLay the papers side by side first
Uploading an old residence certificate unreadRead it against Aadhaar
Ignoring the ration cardIt is on the list. Correct it
Going to the bank only after approvalGo before you apply
Letting a service centre type the formRead the printed application
Quotations in a relative's or a shop's nameIn the applicant's Aadhaar name
Applying in a wife's name for a husband's businessThe applicant has to be the real owner
Paying for a Gazette to fix a certificate's spellingThe tehsil corrects it
Paying an agent who promises approvalNobody can promise it

A typical case we handle: a man came back to Pauri from a hotel job in Delhi and applied to start a small bakery. His Aadhaar, made in Delhi, read "Sunil Kumar". His residence certificate from school days read "Sunil Singh Bisht", and his ration card "Sonu". The district office asked him to explain, and a cousin told him to get a Gazette. He had not changed any name. His class 10 certificate read "Sunil Singh Bisht". He corrected Aadhaar to that on the certificate, had the ration card and the bank account brought to it, and applied again. This is an illustrative example of the type of case we handle, not a named client review.

When you do not need us

For a spelling, a home name, a married surname and the bank's records. The tehsil, the supply office, the Aadhaar centre and the bank settle those. We are useful only where the applicant has changed a name by choice and a Gazette notification is asked for.

Which Areas of Uttarakhand Do We Cover?

All 13 districts: Dehradun, Haridwar, Pauri Garhwal, Tehri Garhwal, Rudraprayag, Chamoli, Uttarkashi, Nainital, Udham Singh Nagar, Almora, Bageshwar, Champawat and Pithoragarh. The application goes to the industries office of your own district. Send photos of the papers on WhatsApp and we will tell you which one to correct.

People Also Ask About Names in an MSY Application

Which documents are needed for Mukhyamantri Swarozgar Yojana?

Aadhaar, a residence certificate, the ration card and project details, among others.

Who can apply for the scheme?

A native or permanent resident of the state, aged 18 or more.

Does the residence certificate have to match Aadhaar?

It should. Both name the applicant.

Is a gazette needed for an MSY name mismatch?

No. Only where the applicant changed a name by choice.

Why did the bank reject my loan after approval?

Often its own records or the credit report differ.

How do I correct my name on a residence certificate?

At the tehsil, through the state's service portal.

What is Mukhyamantri Swarojgar Yojana 2.0?

A new bank-loan-linked self-employment scheme of the Uttarakhand Government, known as MSY 2.0. It runs from financial year 2025-26 to 2029-30, through the Directorate of Industries and the District Industries Centres.

Is the Nano scheme still running separately?

No. As reported, the earlier Mukhyamantri Swarozgar Yojana and the Nano scheme have been merged into MSY 2.0, and new applications are taken only under MSY 2.0.

How much loan can I get under MSY 2.0?

Up to Rs 25 lakh project cost for a manufacturing unit and up to Rs 10 lakh for service and trade, subject to the project being viable.

How much subsidy does MSY 2.0 give?

Margin money of 15 to 30 per cent of project cost, by district category. In Category A and B districts it is 30 per cent on cost up to Rs 2 lakh, 25 per cent on the part from Rs 2 to 10 lakh, and 20 per cent on the part from Rs 10 to 25 lakh.

When is the subsidy actually given?

The margin money is kept as a term deposit. After the project has run for two financial years and a joint physical inspection is done, it is adjusted as subsidy in the loan account, so the name on that account has to be right.

How much must I put in myself?

A guide to MSY 2.0 says a general category applicant deposits 10 per cent of the project cost in the bank as own contribution, and that there is no upper age limit. Confirm with the District Industries Centre.

My ration card has my name as the family calls me. Does that matter?+
It is on the list of papers, so it is read. Have the ration card corrected, or ask if another paper will be taken in its place.

No. That is a central scheme, with its own page on this site. Ask the industries office which of the two suits your project.
Is the solar self-employment scheme the same thing?+
It is on the same portal, and is a different scheme. It reads land papers as well, for the ground the panels stand on.

That the applicant must be a native or permanent resident of the state and at least 18, that the application is online, the list of papers, and the smaller scheme's added papers and its bar on defaulters are from a public scheme directory's entries. That a solar self-employment scheme sits on the same portal is from a guide. We did not read the state's orders for the scheme or test the portal, and left out loan limits and subsidy rates. How the tehsil, the supply office and a bank correct a name, the credit report and the project's papers are general guidance. The industries office of your district and your bank are the authority.
